### What is it?

Focus resources and attention where they matter most, across both human and AI-enabled activities.

### Why it matters

Like blood flow in the body, this Part determines where decisions are supported with time, money, and attention. Areas that receive consistent investment can function and grow, while areas that do not weaken over time. When this part is strong, decisions are properly resourced and can be executed effectively. When this part is weak, decisions exist but cannot be acted on, or the wrong areas receive support.
